Mr. Nguyen Toan is a former Director of the International Cooperation Department at the General Department of Vietnam Customs. He specialized in trade facilitation and customs procedures and was responsible for modernizing customs techniques in Vietnam from 2002 to 2017.
As a seasoned expert in customs, Mr. Nguyen Toan was actively involved in negotiations for various bilateral and regional cooperation agreements in organizations such as the World Customs Organization (WCO), World Trade Organization (WTO), Asia-Pacific Economic Cooperation (APEC), Association of Southeast Asian Nations (ASEAN), Asia-Europe Meeting (ASEM), and Greater Mekong Subregion (GMS). He served as the lead negotiator for the WTO Trade Facilitation Agreement and the WCO International Convention on Temporary Admission of Goods.
Throughout his career, Mr. Nguyen Toan was also a key member of the team that developed the Vietnam Customs Law in 2005 and 2014, as well as its implementing documents.
He holds a Master of Laws degree with a focus on International Business from the University Rabelais de Tours in France and FTU.
